The Teaching Pension Question?

  Details about Enda Kenny has emerged surrounding his 30 year teaching pension of €100,000 for which he only actually worked for four years to get. Further details are HERE.
  Said TD Billy Kelleher: "Having refused to answer questions about his teaching pension for over a week he has now admitted that he deliberately deferred it in order to get a bigger payout. It now appears that he will get paid 3 pensions – TD, minister and teacher and that he will get the teaching pension for 34 years service even though he didn’t set foot in a classroom for 30 of those years.”

  Enda has responded though by stating "Just in case anybody has any misunderstanding about this, because my situation was as a former teacher in that profession and simply because I paid into a pension fund. In case anybody has any illusions that the leader of the Fine Gael party is anyway involved in a money situation here, I will not be accepting any pension from the teaching profession". While this to date might be true, there is questions by some over if he is just waiting to claim the money when reaching a time seemed appropriate later.
  Claiming sometime in the future, a thirty year pension later for actually only working four years as a teacher, has been questioned by others. Is it seen possibly as another elected representitive continuing a Dail TD tradition of cleverly putting money away or just deferring it for another quiet day, some have pondered and ask!  

  Update: Although Mr Kenny has quickly opted to relinquish the pension, such was the fast rising possible scandal, similar people with same conditions, have not. Fianna Fail minister Pat Carey" stated he'd taken €120,000 pension lump sum pay-off in recent years from 30 years' teaching even though he handn't been teaching for any of those 30 years. "Yes I am entitled to a pension and I will draw it," he said.
Fianna Fail deputy leader Mary Hanafin said she had an €11,500-a-year pension pot built up from teaching once she retires, which she would also be claiming for her non-practising teachers position. Further details here.

Tuesday's 8th Feb' TV3 Debate

  The debate on the 8th was a bit of a let down by both sides over all - I expected more and definitely better!  However more so, the constant rude arrogance, the consistent interruptions and talking over by Mr Martin was a right turn off. Who taught this supposed professional good manners? At least Mr Gilmore behaved with more decorum and in professional manner!

  …As for this constant stance of his “I don’t accept your view etc…” – of course you don’t Mr Martin, your a member of an organisation that has consistent members that has robbed from the people, from the state departments direct and from our very bank accounts, of course you don’t accept anything else anyone has to say – its typical denial of what ye and the rest of your Mafia style political party has done to the state and the way ye treat us all in open spite towards us! Your manners last night were typical of Fianna Fail – supposedly better than the rest of us and talking down to us rather than conversing across to us. You might have the PR practised words down to a tee – but your actions with the rest of your mob for many, many years betray your actual mode of operation and attitude – and look where it has got to the state and people!
…Only the blind sheep of the country are still in denial about you and Fianna Fail!
 

  You and you party Mr Martin are a disgrace and like it or not, supporters like it or not, this is part of the reason why ye all will get the boot from government offices on election day. Good riddance to bad rubbish!

  Enda Kenny by the way should have no say on last nights debate except as a private citizen. He couldn't even bother his backside to turn up – just giving one miserable excuse after another for his absence. Shame on him.

Fine Gael Enda Kenny Still An Empty Chair?

  Enda Kenny so far with three now excuses being used, as of one o'clock, deny TV3 and the Irish population, the chance to see him answer some very important questions tonight on a televised national debate. There will be an empty chair/podium where he is supposed to be positioned. The general concenus amid a lot of the Irish people appears to be that he is running scared, using one excuse after another to avoid the debate. If he will change his mind at the last minute, we will have to tune in tonight to find out.

  Meanwhile there is the thought that if Enda can't face two fellow Irish others - how can the Irish people have any credability in him facing European and world leaders, not including corportate tax bullies such as Sarkosy and co? It doesn't inspire confidence!
  It appears he would rather face a smaller group of people with little or no questioning, than face the nation to equal questioning - but still he begs for our vote! Admin is not impressed - not impressed at all! He's supposed to be a future country leader (and behave like one) - yet he won't even allow himself to be examined on his policies before the national people! He is helping to continue the farce that is Irish politics - not solving the farce! So much for transparancy and clarity from those that want us to vote for them! Its the same disgusting behaviour as before by many TD's. 

  This election is supposed to be about change. Change from the old ways of doing things. Admin can see none in the future coming by this indicative empty chair and missing person!

  It has been announced by Mr Ahern that he is retiring from politics. Sadly it twenty years too late at least. This questionable character should have been gone a long time ago! His list of suspicious activities, many dodgy statements and other activities that have been mentioned inside and outside the Dail, have given many a reason for him to be more investigated and subsequently have his backside slapped behind bars. A place the Admin of this site believes he should be!
  With the gall of the man, he still says he might even still run for president of Ireland. Maybe he is taking the piss (whats new, he's done it for most of his political life its opinionated) and maybe he's serious (in that case he still needs his head examined) but one thing is for sure, he certainly is no saint and does NOT deserve to hold any office, never mind a presidential one.

  There should have been better, deeper investigations into this man and all those involved with him. Will that happen? Are you for real! Welcome to Ireland and the way things are done here via Fianna Fail. 
  What Bertie and co did, its deeply suspected that many on the opposition benches have equally participated in or done similar - along with our corrupt government party! So the last thing you will see is anyone of serious blame, name or offshoot, go to jail.

  Those that could talk and spill the beans, either died in a strange Russia car accident, was paid off with pensions and perks (including a car!) and let go quietly into the night, well off. Jeasus, O'Donaghue was/still is allowed to hang on to his Dail seat for fcuks sake - and still the perks/pensions that come with it!
  As for further investigations, any that tried to take place, their terms of reference (investigation areas) was strictly curtailed till any investigation body was allowed to investigate bugger all. They were not allowed to follow down certain trails! Money trails, people and their questionable action trails... etc. Why?

  Well its the opinion of many that the government and opposition doesn't want the digging deeper into certain matters for it would expose just how bad the REAL corruption is within our political parties and how high up it goes (and even down to local council level)!
What Bertie should be accountable for is a lot - but in reality we can only suspect, is the tip of the iceberg.

  As we have seen in England, when such corruption has been exposed - at least some have been held accountable. As in one case, one MP fudged his meals expenses and got prison! What have we done here - and much worse has been fudged? (Just look at O'Donague's antics for example!)
...NOTHING.

...Well thats a bit of a lie, we have actually given the culprits MASSIVE pensions, MASSIVE leaving payoff's, even allowed comfortable political seat keeping for others, and many more advantageous (well at least to them!) bonuses. Besides coming up with "In negotiation" tax clearance cert's in order to let Bertie remain in the Dail - even if he still has not made clear he's paid off just some of the taxes he still owes the state!
(And we will STILL be paying him €300,000+ in leaving money and pensions of at least €35,000 to €50,000 a month!)

(How the scumbag Greens are still propping it up is another moral question altogether. It says a lot about them individually too!)

Fianna Fails Last Laugh
At The Publics Expense!

  Yet again we are it appears going to be treated to a state farce. The joke that will be called the "Irish Banks Inquiry" is going to be undermined, controlled and it scope conveniently limited from the very start. Fianna Fail (in my opinion) is attempting (and more than likely succeed with) a whitewash of what happened. It been stated this morning that Brian Cowen will be in public avoiding questions over his supervision of the banking sector as Finance Minister while the whole farce was going on. A man that was DIRECTLY at the heart of the matter will not be questioned - how crazy an inquiry from the get-go can you get!

  To make matters worse, FF want the damn thing held in secret - behind closed doors! To many, this comes as no surprise - as its already been shown that many members of FF have their dirty hands buried in the whole mess and are up to their necks involved. RTE's "Primetime" a number of weeks ago showed this alone. Some of those from Fianna Fail involved include Councillor Sean McCarthy, Senator Francie O'Brien, Senator Don Lydon, Charlie McCreevy and even Bertie Ahern's then other half!

  Fianna Fail before they get their asses kicked in the next election, are having one final big laugh and once again treating the public with the same disregarding contempt that they now are renowned for. Its a state organised cover-up - and we deserve it, for we are letting them get away with it.

The opposition should stand up in the Dail and publicly state for for the record that "after the next election if the current oncoming inquiry and its FULL scope is not held in public and ALL those involved not brought to account under a totally independent inquiry, the current opposition will pick up where a previous inquiry stopped or failed to go".
Anything less is aiding and abetting a cover-up.
Further more, history will be our judge yet again and some of us will be found guilty of incompetence, failure to do our full duty and guilty of lack of action.

Miep Gieps RIP
A Simple Tribute To A Brave Lady.

  Unitedpeople would like to pay tribute to Miep Gieps who this week passed away. She was a quiet brave lady who tried to save the life of Anne Frank and her family. Her passing is sad but the lessons she taught the world with the quiet bravery of her actions should never be forgotten.

  Ms Gies died from a neck injury sustained in a fall at her home shortly before Christmas, Anne Frank Museum spokeswoman Annemarie Bekker said. Ms Gies was the last of the few non-Jews who supplied food, books and good cheer to the secret annex behind the canal warehouse where Anne, her parents, sister and four other Jews hid for 25 months during World War Two.  After the apartment was raided by the German police, Ms Gies gathered up Anne's scattered notebooks and papers and locked them in a drawer for her return after the war. The diary, which Anne was given on her 13th birthday, chronicles her life in hiding from June 12, 1942, until August 1, 1944. Anne died of typhus at age 15 in the Bergen-Belsen concentration camp in March 1945, just two weeks before the camp was liberated. Ms Gies gave the diary to Anne's father, Otto, the only survivor, who then published it in 1947.

  After the diary was published, Ms Gies tirelessly promoted causes of tolerance. She brushed aside the accolades for helping hide the Frank family as more than she deserved -- as if, she said, she had tried to save all the Jews of occupied Holland. "This is very unfair. So many others have done the same or even far more dangerous work," she was quoted as saying just days before her 100th birthday last February.

  For her courage, Ms Gies was bestowed with the 'Righteous Gentile' title by the Israeli Holocaust museum Yad Vashem. She was also honoured by the German government, Dutch monarchy and educational institutions. 'The Diary of Anne Frank' was the first popular book about the Holocaust, and has been read by millions of children and adults around the world in 70 languages.

A remarkable lady indeed. RIP.

Iran Stamps Down On Memorials For Cleric

  In an effort to stamp out any vocal opposition of any kind at any place, Irans dictatorship leaders have banned memorial gatherings for a leading dissident cleric, with the exception of those in his birthplace and the holy city of Qom. News of clashes from Isfahan has managed to reach the outside world despite once again Iran attemps to stifle any news getting out.

UPDATE: As the people's struggle for basic rights take place, the Iranian government is trying hard to close down more forms of communication and posting of news which shows discrepencies in what they are saying on their official media stations. The Iran government has blocked BBC broadcasts, banned world reporters, cut further internet access to the rest of the world including "Youtube", as well as cutting mobile communication in cities and troublesome spots.
  However news is still leaking out of the government actions and their treatment of their own people. An example of this is the following news clip which shows a protester being run over by a state police car on the 27th of December.

Al-Qaeda Tortured Secretly in Lithuania

  Unnamed sources leaked that a secret CIA prison was built in 2004 which was used for over a year to torture a minimum of eight Afghani terrorists. The prison could be accessed from underground. Originally it had no windows, according to the locals. The two story prison is now a training facility for the Lithuanian security service. Public officials continue to deny that such a prison has ever existed, but Lithuanian President Grybauskaite insists that a proper investigation be made into the allegations

Uganda Outlaws Female Circumcision

  The African country of Uganda has outlawed female genital mutilation after parliament unanimously voted in favour of the legislation. The bill gives anyone who performs the procedure 10 years in prison. Anyone who uses force to make a woman undergo the procedure faces a sentence of life in prison.
Uganda's shadow health minister said: "This operation is so painful, so cruel, and these so-called surgeons are paid to do it." He added that while he's on the opposition party, "I supported the bill with all my strength and heart."
According to the United Nations, 100-140 million women worldwide have been victims of the procedure.

New American Waiting Airline Changes

  The Obama administration is ordering airlines to change company policies, now forcing them to allow passengers who have been waiting for three hours on the ground due to delays to depart their planes. Consumer advocates call it a "Christmas miracle." The industry says the stricter rules Obama is imposing will result in even more more canceled flights and inconvenience for passengers. But Transportation Secretary Ray LaHood said having to sit on a plane for 5-7 hours without explanation is worse.The government claims that about 114,000 passengers per year are delayed more than three hours while on an airplane. In August, Mesaba Airlines kept 47 passengers on a plane overnight, for which it was slapped with an unprecedented government fine.

Iran Attack Sould Be used As Last Resort

  U.S. military officer Mike Mullen is getting more apprehensive as the deadline on Iran's nuclear face-off draws ever nearer. Iran was given an approximate time to relate their decisions, the final time being set for the end of this year. His main concern is Iran’s lack of response, saying that "the clock [is] now running" on the amount of time that Obama will keep up his concerted effort toward a compromise of some sort with Iran. Even though Iran still claims the stations in question are to produce electrical energy for household consumers and the public sector, many doubt their intent. Mullen said that any military attack on Iran through Israel or the U.S. should be a last option

Star Trek - Illegally Downloaded Most

  According to TorrentFreak a blog site, the most illegally downloaded film this year was Star Trek at an estimate of around 10 Million times by internet users. Amid the rest of the other top films downloaded was Transformers, 2012 and Ice Age: Dawn of the Dinosaurs. TorrentFreak also noted that what the box office stated as the most popular were not necessarily mirrored in results on the site. All the data was collected from the largest of the BitTorrent trackers.

Ryanair Gets Told Off  - Again!

  Britians Office of Fair Trading (OFT) today has given out yet again over Ryanair and its method of charging. They hit out at the company charging people for paying by card, the only method Ryanair allows, and for that basic ability they slap on an additional fee that you can't escape from. Your charged for paying for your previous charges!

  There was a "free" Electron card option at one stage but when people started to go to the bother of taking that route, Ryanair quickly scrapped that method and replaced it with a "MasterCard Pre-pay" option. The automatic insertion of insurance to flights was another area brought up and legality questioned. 

  While the British OFT is currently reviewing the situation and laws, the Irish government again is currently doing nothing still to clear-up and define the present laws and legality of charge fees that can be applied. While they do nothing, it's a situation Ryanair is only too happy to see exist and possibly use to their best monetary advantage.

American Victim Group Makes Request To Brian Cowen For Revealing Movement Details

  An American victim group that has been chronicling the current US clergy sexual abuse scandal has released the names of 60 to 70 accused priests it says were born in Ireland or are of Irish descent who came to the United States and were re-offenders. The group who's website www.bishopaccountability.org has listed upon their site a well documented database of 3,000 names of accused priests and roughly a third are linked to Ireland, which is reeling from revelations of a decades-long coverup of abuse in the Dublin Archdiocese. They called on Brian Cowen to recognize his country’s responsibility to inform the American public of all child-molesting clergy from Irish dioceses and religious orders who have immigrated to US dioceses. The Roman Catholic Church which has been found previously to me moving many, many of their brotherhood around the world to avoid questioning and possible charges have come under further pressure for more honesty and transparency.

The request comes as the Church in Ireland is currently resisting the calls for further investigation of the remaining diocese's within Ireland,  Mr Cowen and Fianna Fail has allowed itself to be seen as they too not wanting any further checking, for the matter go quietly away undocumented. Irish victim groups has repeatedly called for further investigations for the rest of the country despite the stalling possibly going on.

At a press release conference yesterday, Helen L. McGonigle, a Connecticut lawyer, held up a a picture of herself at age 6. McGonigle said she was 6 when she was abused by a priest named Brendan Smyth, who left a trail of abuse in Britain and Ireland before he came to work in East Greenwich, R.I. Smyth died in an Irish prison in 1997, shortly after pleading guilty to 74 counts of sexually abusing 20 Irish boys and girls between 1958-1993. “We know it was problem in the Diocese of Providence having this Irish priest who was a known pedophile,’’ said McGonigle, now 48. “This is a classic example of an organization that doesn’t give a hoot about protecting children,’’ she said.

Jeffrey Thomas stated that he also had been abused by Smyth. Thomas filed suit in Providence Superior Court against the Diocese of Providence and others, alleging that he had been abused by Smyth at an East Greenwich, R.I., parish school.

“I am a survivor of clergy abuse,’’ he said outside the Cathedral of the Holy Cross. “The bigger crime to me is that [Smyth’s] superiors knew about his appetite and his sexual desires and still put him in populations with small children to re-offend.’’ Also named on the website list are the Rev. Joseph Maguire, who served in Waltham and died in prison in 2005 while serving a 44-year sentence for abusing three boys.

Apple Stops Freedom Of Speech?

  Apple, of course, became a household name with its infamous 1984 commercial, about how Apple equipment would make sure that "1984" wasn't like 1984. However, now that it's 2010, apparently it's fine!
  As you may have heard, Consumer Reports posted that it could not recommend the iPhone 4 due to the widely discussed antenna problems. This appears not to go down too well with Apple - and lets be honest, understandably so. However, if anyone tries to even mention the report on their forum by name or try allude to it, messages are deleted, deleted, deleted and removed from view immediately.

  It seems at least one Apple forum has gone the way of Big Brother despite their earlier advertising saying different!

Update: After much quick publicity at the vanishing messages from the public (and they protesting at their words being removed), a few messages now have suddenly re-appeared! Its been commented on many a web blog that publicity exposing the previous behaviour on Apple's forum has created maybe this sudden reversal of vanishing message posts!

British Royals Upseting The Public Again!

  In a effort to gain back some privacy, the British royal family has instead upset a lot of their public. The latest example was withnessed at a mass the royals attended in Norfork, England over Christmas. It now appears that a British senior police over stepped his legal boundries and demanded that the watching public hand over all their cameras, confiscating them. This was done following a request from the royals that they get less cameras pointed at them in future! Tables were even set-up for the collection of public cameras giving the notion that this questionable legal move was well planned in advance of the Royals attending mass there. The reaction from the pubic on the day was anger and outrage. The same reaction is being felt by a lot of Englands public in general as news filtered through the media to the rest of the nation.

  This latest abuse of police powers comes as the Royals demand that they have a right to tighter privacy. The British queen days earlier moaned to the English media that she was unhappy with the present situation and demanded that the media photographers back off. For many, this is seen as a highhandness contradiction as the royals ask at other times that certain events and their people, be captured on film when and if its only convenient to them. An arrogance and disregard its been seen as, for the people that is putting money into their royal pockets and bank accounts.

Rome Yet Again Refuses To Budge

  The Vatican is issued the lates updats to their rules governing how to deal with childabuse found in the organisation by member priests. The rules included fast tracking investigations of anyone found to behaving in such a bad way. What has not changed however is that such crimes are to be reported to the a proper state legal authorty. Many governments, victim organisations and victions themselves have called for years now for such crimes to be compulsary reported and handed over to the civil courts. The pope and the Vatican instead however yet again, has decided to completely ignore that issue yet again.


"Clergy sex crimes must be reported to police and the Vatican must make this a binding policy that is uniformly enforced," said David Clohessy, of The Survivors Network for those Abused by Priests. "Today's action doesn't do that.


  In a further testiment to show how completely the pope and Catholic organisation is out of touch with values of decency, they have listed the existance of female priests as par in evil with child abuse and murder. News of this latest out of date action is forcing many 70 plus high level clergy members into leaving the Rome organisation and setting up their own religious catholic system. Apparently an enlargening of an already widening split is on the cards as Rome grows more and more out of touch daily it seems.

  Earth's north magnetic pole is moving fairly rapidly -- nearly 40 miles a year -- in the direction of Russia, according to new research, and data points to a region of rapidly shifting magnetic activity on the surface of the Earth's core. That in turn may be caused by a strange magnetic "plume" originating from deeper inside the core, scientists say. The magnetic north pole is being dragged by these changes from its long-time home in northern Canada. Magnetic north is the place compass needles actually point to, and is near the geographic North Pole but not quite in the same spot. Though GPS has largely replaced magnetic compasses for navigation, many people still find them useful.

Chinese Disedent gets 11 Years For Asking For Reforms!

  The longest charges ever handed down by a chinese court against someone asking for reorms, has been handed out. The sentencing of Liu Xiaobo, took place after he called for political reforms and an end to Communist Party dominance. The outcry at the harsh sentence which drew diplomatic criticism, came from many European countries and with the United States saying it went against international norms.

The vague charge of 'inciting to subvert state power' is routinely used to jail dissidents. Liu could have been sentenced for up to 15 years in prison under the charge. The state-run Xinhua news agency only reported the news in English -- a sign the government does not want its people to know about Liu's case. Instead, the top Xinhua headline in Chinese declared 2009 a year of "citizens' rights."

"We are deeply concerned by the sentence of 11 years in prison," said Gregory May, first secretary with the US Embassy. May was one of a dozen diplomats stopped by authorities from attending the trial and sentencing. "Persecution of individuals for the peaceful expression of political views is inconsistent with internationally recognised norms of human rights," May said. UN High Commissioner for Human Rights, Navi Pillay, called it a sentence that was a setback for Chinese activists.

"Cases such as that of Liu Xiaobo risk not just halting, but seriously reversing that momentum" toward increasing democratic freedoms in China, she said.

Family And Friends Bullied Into Silence.

  Imprisoned in China and with close family members forbidden to leave the country, the Chinese dissident Liu Xiaobo was awarded the Nobel Peace Prize on Friday, an empty chair representing his absence at the prize ceremony here.

For the first time in 75 years, no representative of the winner was allowed to make the trip to receive the peace medal, a diploma and the $1.5 million check that comes with it. The last time that happened was in 1935, when Hitler prevented that year’s winner, Count Carl von Ossietzky, who was imprisoned in a concentration camp, and indeed anyone from Germany, from attending the ceremony. Noting Mr. Liu’s absence, the chairman of the Norwegian Nobel Committee, Thorbjorn Jagland, said to a standing ovation: “This fact alone shows that the award was necessary and appropriate.”
“It is no coincidence that nearly all the richest countries in the world are democratic, because democracy mobilizes new human and technological resources,” he said. “China’s new status entails increased responsibility. China must be prepared for criticism, and regard it as a positive, as an opportunity for improvement.”

Representatives from the 60-plus diplomatic missions accredited in Oslo normally attend the ceremony. But this year, 16 ambassadors, including those from China and Russia, declined to attend, Nobel officials said, although not all characterized their absence as a direct result of the intense pressure and threats of reprisal from China.

With no one to accept the Nobel medal and diploma, they were ceremoniously placed on Mr. Liu’s empty chair.

The Norwegian actress and movie director Liv Ullmann read a copy of Mr. Liu’s appeal to a Chinese court in December 2009, days before he was sentenced to 11 years in prison. “I have no enemies and no hatred,” Ms. Ullmann read. “Hatred can rot away at a person’s intelligence and conscience. Enemy mentality will poison the spirit of a nation, incite cruel mortal struggles, destroy a society’s tolerance and humanity, and hinder a nation’s progress toward freedom and democracy. That is why I hope to be able to transcend my personal experiences as I look upon our nation’s development and social change, to counter the regime’s hostility with utmost goodwill, and to dispel hatred with love.”

President Obama, who won the peace prize last year, issued a statement saying Mr. Liu was “far more deserving of this award than I was,” and calling for his release “as soon as possible.”

“We respect China’s extraordinary accomplishment in lifting millions out of poverty, and believe that human rights include the dignity that comes with freedom from want,” the president’s statement said. “But Mr. Liu reminds us that human dignity also depends upon the advance of democracy, open society, and the rule of law.”

In Beijing, the Chinese authorities continued to pour vitriol on the award while intensifying their crackdown on scores of people they perceive as a threat.

The Norwegian Nobel Committee has said repeatedly that it did not intend to snub or attack China when it selected Mr. Liu, who has been a thorn in the government’s side for years but is better known outside the country than inside. Instead, the committee said, the point is to remind China that with power comes responsibility, and that economic growth should be coupled with political reform.

“The fate of China will be the fate of the world,” Mr. Jagland said on Thursday. “If China is able to develop a social market economy with full civil rights, it will have a positive impact on the world as a whole.”

Norway itself has been punished by China, which recently called the five members of the Nobel committee “clowns.” Among other things, China has indefinitely suspended bilateral trade talks between the two countries. The two countries have not spoken officially since Mr. Liu was announced as the winner of the prize in October.

Mr. Liu was detained in December 2008, after co-authoring Charter ‘08 — a call for reform and rights in China. 
In Beijing on Thursday, Zhang Zuhua, a former official who helped write Charter ‘08, was forced into a vehicle by police officers, according to rights advocates, and dozens of other people were either confined to their homes or escorted out of the capital. At least one of them, the rights lawyer Teng Biao, was told by the police that he could return home on Sunday. 

Blue construction panels went up in front of Mr. Liu’s apartment building in an apparent attempt to block the sightlines of foreign cameramen who gathered there throughout the day. Mr. Liu’s wife has been incommunicado inside her apartment since shortly after the award was announced two months ago and other members of Mr. Liu’s family have been under tight surveillance.

Her mother and one of his brothers were reluctant to speak to a reporter on Friday. In a text message, the brother, Liu Xiaoxuan, apologized, saying his phone was being monitored.

Calls to many of the 140 people in China whom Ms. Liu had invited to the ceremony yielded recordings saying their phones had been turned off. One of the few to pick up, Yu Fangqiang, the managing partner of an AIDS organization, said he could not talk because a minder was sitting at his side.

Wang Songlian, a researcher at Chinese Human Rights Defenders, said the tightened surveillance imposed on more than 300 people throughout the country rivaled the restrictions imposed during the 2008 Beijing Olympics and the 60th anniversary of the Communist Party’s ascension to power, which was celebrated last year.

Although the authorities have effectively silenced many of the country’s most prominent critics, Ms. Wang said such efforts were self-defeating. “China has tried so hard to show it can rise peacefully, but making people disappear doesn’t present a very good image to the outside world,” she said. “It just shows how fearful the government is of dissent.”

On Friday, Global Times, a nationalistic, populist tabloid affiliated with the party-owned People’s Daily, branded the ceremony a “political farce” and described Oslo as a “cult center.” Even as the state media railed against the award, censors meticulously scrubbed the Internet of any news stories or public comments that could be construed as sympathetic to Mr. Liu or the Nobel Prize. Broadcasts by news outlets like CNN and the BBC were blacked out, and their Web sites were inaccessible to those unwilling or unable to surmount the so-called Great Firewall.
By most accounts, propaganda officials had done their job well. In interviews with more than three dozen people across the capital on Friday, only a handful said they knew anything about Mr. Liu. Most of those who had heard that a Chinese citizen was the recipient of the peace prize parroted the government’s contention that the award was a Western plot to embarrass the country.

Even if she knew nothing about this year’s honoree, Xiao Feng, a 27-year-old food industry worker whose long red scarf matched her smartly designed glasses, said she thought he had probably done something to hinder China’s development. “I think this year’s prize is a little bit unfair,” she said. “From what I can tell, its purpose is to humiliate China.”

Nobel officials said on Friday that 48 countries had accepted the invitation while 16 ambassadors had declined.

The 16 absent envoys were from China, Russia, Kazakhstan, Tunisia, Saudi Arabia, Pakistan, Iraq , Iran, Vietnam, Afghanistan, Venezuela, Egypt, Sudan, Cuba, the Palestinian Authority and Morocco, the officials said.

News reports earlier put the number of stayaways at 19 or 20. About 100 Chinese dissidents attended.

The list of countries not attending includes Western allies, like Egypt and Saudi Arabia, which, irrespective of their international ties, resemble countries like China where power is centralized and dissent is not tolerated. The countries attending include the United States, many European nations and emerging economies like India and South Africa.

It was not the first time a prominent dissident had been awarded the prize: Andrei D. Sakharov, the Soviet physicist, the Polish labor leader Lech Walesa and the Burmese pro-democracy campaigner Daw Aung San Suu Kyi, have all been named winners and were represented at the Oslo ceremony by close relatives.
A group of Nobel laureates offered on Friday to mediate with the Chinese government in an effort to hasten Mr. Liu’s release. The laureates, including the former South African President F. W. de Klerk, the Iranian human rights lawyer Shirin Ebadi and the writer Elie Wiesel, signed a statement addressed to China’s government, requesting the opportunity to “discuss the status of Liu Xiaobo and to establish what steps might be taken to facilitate his early release.”
